“Looking Down Under: How Australia Is Reviewing Its Entire Medicare Fee-for-Service Schedule Focusing on Quality and Value”
Abstract: Australia has a high performing health system with universal coverage, a core feature of which Medicare, a FFS payment system introduced in 1984. Despite a strong health technology assessment regime in Australia, most of the 5,700 FFS items are legacy items and have not undergone review for safety, effectiveness, cost-effectiveness or appropriate use. In July 2015 the Federal Government established the Medicare Review Taskforce as a Ministerial advisory body with a 5 year timeline to review all of the 5,700 MBS items to ensure they are aligned with four key goals of the MBS. This presentation will cover some of the key successes of the Review, its methodological and implementation complexities, as well as the political challenges involved. It will also explore its relevance for other fee-for-service systems, including the United States. Dr. Elshaug is a Member of the Taskforce.
