By targeting medical services that insurers view as susceptible to inappropriate use, coverage policy differs from other insurer tools that broadly incentivize lower health care utilization, such as patient cost-sharing or risk-based provider payment models. Coverage policy also represents a divergence in insurance design between government and private insurers. Dr. Schwartz will present two projects in progress that quantify the scope of coverage denials and prior authorization in Medicare Advantage plans, with explicit comparisons to traditional Medicare.
